I find no evidence that MATLAB code for that algorithm is publicly available.

The modified ebcot part might perhaps be the same as in this publication by the same first author.

I would advise that in my experience there is nearly no JPEG2000 related MATLAB code publicly known to exist. A number of people have asked for it, but I have never found any.

Sorry, I am not familiar with those algorithms. I avoid JPEG2000 related algorithms for legal reasons.
