転移学習とファインチューニングについて

MATLABのサイトにて、サンプルの転移学習のコード(リンクは以下)は、転移学習を行っているのかファインチューニングを行っているのかを教えていただきたいです。「初期の層の凍結」のフェーズで、最終層以外を選択すれば転移学習になるということでしょうか。
