How do I digitize wind velocity arrows in an image?

How do I digitize wind velocity arrows as seen in a meteorology image? I need to analyze the image and obtain the (X and Y) coordinates of: 1) the starting point, and 2) the end point of each arrow. Below, you can find a graphical representation of the arrows.
