This issue can occur when you install MATLAB App with a poor network connection. When the installer is attempting to download files, a failure to download a file successfully will show as a retry attempt.
The installer will attempt to redownload each failed file up to 8 times and on the 8th attempt failure, the installer will fail fully and throw the error message "There was an error downloading .....".
This will typically occur as a result of a poor network connection.
As a workaround, switch to a more reliable internet connection or attempt to install through the offline workflow.
