I suggest that you cancel, then ask to customize installation, excluding the IEC CERTIFICATION, install everything else. Then you can go back and try again on IEC Certification if you really need it -- even if you can't get that toolbox to work at least you would have installed everything else.

I have never actually seen anyone ask anything about that toolbox, never seen anyone actually use it.
