Why do I get an error with "visadev", "visadevlist" and VISA Explorer?

Why do I get an error with "visadev" and "visadevlist"? NI MAX, Keysight Connection Expert, and MATLAB legacy "visa" (and "instrhwinfo") work fine detecting and connecting to my instrument.
>> v=visadev('USB0::0x2A8D::0x1797::CN58236453::0::INSTR') Unable to get VISA installation information from shared library. >> visadevlist Unable to find any VISA resources during the specified timeout period. Open the vendor's control software to search for available VISA resources.

Unable to get VISA installation information from the shared library because no preferred VISA was found. Open the vendor's control software to set and enable the preferred VISA.  Related documentation
When trying to open VISA Explorer, I get:

One possible reason is a misconfigured enabled & preferred VISA configuration.
Check the VISA Conflict Manager settings in your vendor's software
  • NI MAX for NI VISA
  • Keysight Connection Expert for Keysight VISA
Make sure that at least one VISA implementation is enabled and that one is set as preferred.
For example in Keysight Connection Expert, you can open the VISA Conflict Manager and change the settings as recommended.
*After you made the change, don't forget to save the changes made after exiting it.
