Exec Error 8 attempting to run when try to instal

According to instructions from my campus, I have downloaded the R2014b ISO for Windows (I run Windows 7), downloaded "SetupVirtualCloneDrive5470" and mounted the ISO. I also downloaded the license file for my campus. When I try to open the ISO or run setup.exe from the file explorer, it immediately returns "exec error 8 attempting to run e:\bin\win64\setup.exe" What does this mean and how can I fix it?
