UIAxes toolbar obscured by rotated 3D object

Attached picture "shows" that the 3D object has obscured the toolbar. If I click in the approximate location of the tb I can change modes, but it's hit or miss whether I'm clicking on "rotate" or some other button. How can I force the toolbar to remain visible? I am using a callback to decode toolbar interactions since I need to disable UIAxes HitTest when a tb button is active.
