Help (f1) opens an empty window (R2023b)

Ever since I recently migrated from R2022a to R2023b, pressing f1 on a highlighted command opens a small empty window. In R2022a (and previous releases), doing the same woulh have opened a quick help window. I have seen one other person that reported a similar issue but mine is different (i.e. independant of the 2nd monitor). I am working on Windows 10 Pro .
I would appreciate ideas on how to resolve.

It is probably worth experimenting with configuring the documentation to be stored locally.
Preferences -> Help -> MATLAB Help Preferences -> Documentation Location
mark "Installed locally"
