How can I resolve this issue when I try to get c code from simulink model?

Error:Unable to write to Simulink cache file 'E:\Laptop Data\Personal\PHD DATA\UW\PI\MyModel.slxc' because you do not have write permission for the file.

Re-start MATLAB, delete that .slxc file and try it again. If you can't delete that file, then you have to resolve the folder access right issue first. It has nothing to do with MATLAB.
