How to write Functions?

I am currently on a matlab course on coursera and have been given some assignments and I totally have no idea on how to go about it been new to matlab. Will really appreciate any form of help to work around these assignments, thanks. Have attached the file containing the assignments and please I will really appreciate if the steps taken are properly explained as I would like to also do them myself.

This is not really a question, but a plea for help, so not on topic here. Your question is so broad that for us to tell you how to write functions would be to write a book, OR a complete tutorial. And that is exactly what the MathWorks provides for you. So start reading!
You won't learn without making (many) mistakes. That is what homework is for anyway. If we just give you the solutions to all of your assignments, then you really won't learn.
So sit down, and get your hands dirty. Ok, at least your fingertips. Play with MATLAB. Try things out at the command line, then put the code together into a function.
