So you want to solve the Navier-Stokes equations ? Because solving the continuity equation alone without the momentum equation(s) doesn't make much sense.

The PDE Toolbox doesn't offer a tool to solve the equations of fluid flow. I suggest using Ansys, Comsol or a similar commercial software.

If your equation is simpler than the set of Navier-Stokes equations, you can post it here. The forum will try to tell you whether it can be solved in MATLAB without tremendous effort.
