I am not saying R2025b cannot be installed on Windows 7. Maybe the community or MathWorks installation support can help. However, I like to make you aware of this combination is not tested https://www.mathworks.com/support/requirements/matlab-system-requirements.html and my concern would be you will run into problems later on. This depends on the complexity of your application.

I am quite curious why one needs Windows 7 today.

In answer to your question, I work with a PC that acquires data from instrumentation related to the analysis of contaminants by chromatography. It runs on Windows 7 as its operating system. Furthermore, switching to later versions of Windows would cause communication problems and changes that would be complex.
