Why do I receive a "USER_BASED license error" error entry in the FlexNet log file?

I am using MATLAB under a Network Named User license. I am able to start MATLAB correctly, however when I look in the FLEX server log file lmlog.txt file I see error messages similar to the following:
15:52:17 (MLM) USER_BASED license error for Statistics_Toolbox --
15:52:17 (MLM) Number of INCLUDE names (3) exceeds limit of 2
15:52:17 (MLM) USER_BASED license error for Identification_Toolbox --
15:52:17 (MLM) Number of INCLUDE names (2) exceeds limit of 1

This error will occur if the number of users assigned to the toolbox in the options file exceeds the number of available toolbox seats. To resolve this issue, decrease the number of users assigned to the toolbox in question by removing users from the group definition assigned to the toolbox in the options file, or by removing the corresponding INCLUDE lines from the options file.
Alternatively, this can also occur if you have assigned users to an INCREMENT line which does not exist. In this case, remove any INCLUDE lines from the options file which reference INCREMENT lines which don't exist in the license file.
