If you have an R2016a license then you should contact Mathworks for free installation support.
If you do not, then you will either need to upgrade to R2016a, or you will need to get a job with Mathworks and get permission to back-port the function (and all associated functions it relies on) to R2013a.

Yes. If you have paid for a license for R2016a then contact Mathworks for free support on your problems with the license file.

You will either need to upgrade to R2016a, or you will need to get a job with Mathworks and get permission to rewrite the new code to work with R2013a. Or use the references listed near the bottom of http://www.mathworks.com/help/vision/ref/detectpeopleacf.html to write the code yourself.

If you have a problem with MATLAB not working because of your license, or any other reason why MATLAB won't launch at all, then call then for fast and free installation and licensing help. This is by far the fastest way to get your MATLAB working again. It's free even for students, so do it.

The same answer applies for any issue regarding installation, no matter whether it is downloading, running the installer, launching the program, license issues, authentication issues or whatever.
