Why do I receive MathWorks Licensing Error 67?

When I try to borrow a license I get an error message that says no licenses are available at this time and an error code 67.

MathWorks Licensing Error 67 indicates that there are no license keys available to borrow because all keys are currently reserved with the BORROW_LOWWATER option in the license manager's options file.
To resolve this issue, wait until another license key is available.
If the issue persists, please contact your license administrator.
