If you need an activation key for MATLAB R2009a specifically but do not already have a license, then you will need to buy a current license, after which it would become possible to use that license to generate an activation key for R2009a. (Alternately, instead of buying a current license, you could buy an entire company that has a license, as buying an entire existing company, all assets and debts, is one of the few circumstances under which licenses can be transferred.)

There are no free licenses for any MATLAB release.
