What do you mean by 'image is decomposed into vectors'?

I am reading through a paper (attached) which is on encrypting images through Vector Quantization. I want to know the meaning of 'image is decomposed into vectors'. I know what vector images are but what does decomposing it into vectors mean? Does it mean separate into the RGB matrices say z1, z2, z3, which in turn make up matrix z?
