"End users must also contact license administrators to obtain the Activation Key regardless of their permissions. In the MathWorks License Center, click the "Contact Administrators" tab to get contact information for your license administrators."

Are you using an Academic version, or are you at a commercial company? Or are you using a MOOC license?

Contacting the admin does not apply for Student licence or Home license.
