It means:
- The mind-reading toolbox is not yet a part of Matlab, so deducing what setup.exe is and does is likely an exercise in futility.
- /bin/... looks like a *nix path. After that comes win64 which means you either have a very conflicted computer or you are not giving the complete path. It is a relatively simple exercise to guess what that complete path is. Alas, still a guess.
- Another guess would be that you are trying to install something and that something might be Matlab itself. You do not make that clear in your statement, which leads me to point out: I see no actual question in your post.
Case in point. Please try to be clearer when asking a question. Take into consideration that we are not standing behind you, looking at your screen, so you need to give clearer indications in order for this process to be more efficient.

The path uses backslash not forward slash. It cannot be a Unix path.
