Why can't I change simulink, simulation, configuration parameters ? Most are greyed out.

Trying to change diagnostics preventing simulation. Most are greyed out and can't be changed. What is controlling the ability to change these settings.

Found support from within my company. Problem was System target file was set to build code and needed to be changed to test or simulation target.
