Is the Matlab Compiler (mcc) included in Matlab 2014a?

I would like to create a standalone executable and cannot find the mcc command?

mcc command is in toolbox/compiler. In order to use this, you need to install MATLAB Compiler and have a license on it.

I have a current license for Matlab and a few toolboxes. Is the compiler part of the standard Matlab license or do I need to purchase it?

MATLAB Compiler is not included in MATLAB license. It's different product. You can confirm whether you already have a license of MATLAB Compiler from License Center.
If you don't have, you can get a trial license for 30 days for a testing purpose from Trial software link of MATLAB Compiler web page.
