moving shadow removal in video

I wish to remove moving shadow in video. I followed the techniques presented in the attached paper. I am getting same output before and after applying threshold operation.What is the wrong i am doing in that code. I am attaching my reference paper, matlab code and input video here. Help me to solve this issue.
