How do I expand figure width and if possible to do it manually adjusted by cursor?

I attach the resulted figure of my image. As you can see, it is just a narrow bar plane. I want it to make it bigger in width and if possible have it adjusted (smaller or bigger) using mouse cursor or pixel values inserted by keyboard.
