How to plot multi polar graph on the cartesian coordinate by moving the center position?

As the pic below, I would like to plot the polar graph that shows on the fig.2 on the left graph by using the new coordinate as a center. The new coordinate is placed randomly as a small square. How to draw the polar graph on the others point?
