How can I plot PSNR vs Neighbours after enhancement ?

Hi,I want to plot a graph between the PSNR (on y-axis) and 'neighbour' (on x-axis). I have got 'neighbour' with a value 1x28 Double and 'PSNR' got values 4-D double after enhancing an image. How can I plot PSNR and neighbour to represent the data graphically?
