How to read precipitation data from binary .dat file

i have GSMaP precipitation data in binary.dat format,
I need to extract the precipitation data using station latitude and longitude,
both binary and station data are attached. thank you in advance!

I read that the data format is called JAXA. There has been software to read the format into R, but at present I do not happen to see any for MATLAB. There is documentation available about the file format.

file format is in .dat @ KSSV

Are the files 17280000 bytes long? Are they 2764800 bytes long?
