How to draw on an image, on polar plot

I want to plot images like these on a polarplot.
How to do that?
The main image at the centre is available as bmp. There are 64 of such symbols. Based on some data I have to draw attributes (circle/rectangle/arrow etc) on these symbols.
Then i want to plot/draw the customised symbol on polarplot in regular intervals to animate the plot.
