How do I activate my Matlab on a second PC?

How many times can I activate and deactivate the same Matlab license on one computer? I have a defacto desktop (a gaming laptop that must be plugged in at all times) and an M1 Max MacBook Pro (truly portable). I would like to use Matlab on my windows machine when I'm at home, and use Matlab on my MacBook when I'm on the go. I'm hearing that there's a limit to how many times one can activate a license on one machine in a given year. Is this true? What's the logic behind this?

You can transfer 4 times in one year.
You can purchase network licenses at a higher cost if you need to work from multiple hosts.

If you have a Student license or a Home license, then you must deactivate MATLAB on the original computer first. That is, for those licenses you can transfer to a new computer but you cannot activate on two computers at the same time.
If you have a Standard license or an Academic license that is not a Nodelocked or Computer Lab license, then just go ahead and go through the activation process on the second computer. This includes Academic licenses provided to students under a Total Academic Headcount license. There are limits on the number of different systems you can activate on, and limits on the number of simultaneous systems you can run on, and those limits depend the exact license types, but the license types I list each permit at least two activations.
