hwo can i write this by matlab

I have matrix 60*15

if i have 60 number of users, and 15 number of areas

if i divided this areas into 5 groupseach one consists of 3 sub areas

I need to assign this users for each group

where each sub area consists of max 3 user so each group will contain 15 uses

so max 45 user will locate to this groups & other will not

aloso need to save the matched users & the unmatched users

@sara: It is not possible to undestandm, what you are asking for. What does "if i divided this areas into 5 groupseach one consists of 3 sub areas" mean? "assign this users for each group"? "each sub area consists of max 3 user so each group will contain 15 uses"?
