how can i write this inline function

Hi Everyone,

i have matrix a=[m,n] of parameters that will be added to variable x(1), x(2),...,x(m) to find minimum value. the function did not yield the correct answer for the problem, since the first 2 columns in a will be added to x(1) and the second 2 columns in a will be added to x(2) and so on
