Install support for Keysight VISA Interface in Matlab 2016a

Hello,
I need to install the "Instrument Control Toolbox Support Package for Keysight IO Libraries and VISA Interface" in Matlab 2016a (9.0.0.341360). Using the Add-Ons Menu in the Matlab main window the package doesn't show up.
Trying to install it from https://www.mathworks.com/matlabcentral/fileexchange/52245-instrument-control-toolbox-support-package-for-keysight-io-libraries-and-visa-interface (which shows a requirement of 2015b) the installation menu pops up to install version 16.1.0 of the package. After clicking through the GUI and confirming admin rights for the "priviledged installer" the following error pops up:
"There was an error installing third-party software for Support Package Keysight IO Libraries and VISA Interface: C\MATLAB\SupportPackages\R2016a\downloads\keysightiolibrariesandvisainterface_download
does not contain archives for third-party software used by the support package.
To continue with support package installation:
Use "Install from Internet"
or
Use "Download from Internet" to download the complete set of files, and retry installing from folder."
I noticed, that the "IOLibSuite_17_1_19313.exe" found in the folder noted above has a file size of 0 Byte.
Can I do anything to get the Package running?

Edit: Updating to 9.0.0.960322 didn't help.

Have you tried clicking one of those options you mentioned - Use "Install from Internet" or Use "Download from Internet" ?

Thanks for your answer.
"Install from Internet" brings up the same error mentioned above. "Download from Internet" appears successful, however the "IOLibSuite_17_1_19313.exe" still has 0 Byte. Using "Install from folder" afterwards once again results in the same error message.

Hi Andreas,
Try to install it using the MATLAB installer.
To install new toolboxes, rerun the MATLAB installer to add any additional products not currently included in your installation. Just tick the toolbox that you want to install and run the installer.
To download the MATLAB installer, please follow the steps below:
  • Go to the MathWorks downloads page.
  • Click on the blue button for the latest release or on the link beneath for any other release.
  • Log in to your MathWorks Account if you are not already logged in.
  • Select the operating system that you are using.
Before running the MATLAB installer to install an additional toolbox, please keep in mind:
  • Toolboxes must match the release of MATLAB they are installed into, e.g. you cannot install a toolbox for MATLAB R2014b into MATLAB R2015a.
  • MATLAB must be closed in order to run the installer.
  • The MATLAB installer will install new toolboxes in the default MATLAB installation folder. If you installed MATLAB somewhere other than the default folder, you will need to select the folder where MATLAB is installed when prompted for the MATLAB installation location.
  • During installation, you may be prompted to overwrite any existing products. If prompted, opt to skip installation of any existing products.
  • After installation, the activation process will begin. You need to activate your products in order to use them.
  • If you are using a network license, the network license manager may need to be be updated as well. See this article for more information.
  • If the computer is not connected to the internet and you are using a File Installation Key to install the toolboxes, you will need to obtain an updated File Installation Key. See this article for more information.

and you still didn't saw your toolbox in the 'Select Products' list?

In this list I only see the License Manager 11.13.0.2. Did my admin give me the wrong key?
