How to create the Multiscale Features module of a Convolutional Neural Network (MF-CNN)?

Has anyone been able to develop Multiscale Features-Convolutional Neural Network, specifically the Multiscale Features step (see attached figure, work: https://ieeexplore.ieee.org/document/8625476/)?

My question is the entry for the "Multiscale Module", matlab does not support the addlayer function (see figure).

The output, ok, I used depthConcatenationLayer function.
