I have to create a function which take 2 input one is n number and on e is message if I call function (4,’hi’) it will return next 4 char of ‘h’ and ‘i’ so output will be ‘lm’

The code JESUS DAVID ARIZA ROYETH provided does not care how long the input vector of characters is.
His code is correct for the problem as you defined it earlier.
You appear to now be wanting some kind of "wrap-around", but you have not defined it.
What should the function do with upper-case letters? What should it do with lower-case letters? What should it do with digits? What should it do with space characters? What should it do with punctuation such as period?

I want remove n number of random letter between the message for example ‘habcefghlnmolasdo’ should return ‘hello’

If I have given n is 3 so it should remove 3 random in between characters but this code is not removing the last random characters
