I have an academic license for MATLAB 2007a. I need to re-install it on a new laptop. How do I do this? I haven't found a download at Mathworks.

‘I haven't found a download at Mathworks.’
I doubt if you will.
Looking at Previous Releases: System Requirements and Supported Compilers , R2015a was the first release that supported Windows 10 (that I assume is what you have).
You will have to upgrade at least to R2015a.

Use https://www.mathworks.com/downloads/web_downloads/select_release?mode=gwylf . Provided you have authorization, on the right hand side there will be a "download earlier release" list that you can scroll through to find R2007a . Choose the operating system from the page that comes up. The direct access to R2007a for Windows 64 is https://www.mathworks.com/downloads/web_downloads/select_products?dl_action=choose_products&platform=win64&release_name=R2007a&tab=f
Note: you will need assistance from Mathworks Support in order to get a PLP for that version, as it is before the change to the automatic license service with activation keys from R2011b onward.
