How can i remove the horizontal lines in this image?

Hi all,

I am trying to enhance degrade image such that it looks similar to the original.

I have used:

img = histeq(img,imhist(img1));

to transfer the original histogram to the degraded image. How can I remove all those "blocks"?

I have tried using a LPF, but in vain.

median filter might possibly remove the horizontal lines.

 I have tried this:

 img2 = imread('Image2.bmp');
  en_img2 = medfilt2(img2);
  imshow(en_img2);

The degraded image still have the horizontal lines. Isn't median filter use for "salt and pepper" noise?

Although the enhanced image is not as good as the original. But it is very close to it.
