I want to change my PC, and i want to know if i can move my license to a mac.

Yes, for all varieties of license you can do that. There are limits on the number of times per year that you can move license, but that is generally about 4 times per year.
With all license types you can install on multiple computers simultaneously. However, the number of systems that you can activate simultaneously depends on the license type. For Student licences you might need to deactivate on the pc before activating on the Mac.
Caution: there are currently a number of problems with using MATLAB on Catalina, and versions before r2019b are not supported on Catalina.
Further caution: it appears that Catalina will never support Nvidia GPU, and support in Mojave was limited, and newer Nvidia architectures are not supported. These Nvidia limitations are absolutely not the fault of Mathworks; there has been a big fight between Apple and Nvidia.
