How to calculate transmission shift points in automatic gear shifting (Simulink)

Nikhil Setty here.I am working on implementing an automatic gear shift model into a longitudinal vehicle dynamic model in SIMULINK.I have used the model 'sdl_car.slx(Open on matlab central)' as a reference model to use the 'state based gear shift logic'.

I wanted to understand the basis on which the values are filled in the 'velocity threshold computation 2D table'(Image attatched below).In other words, what would be the suggested method to determine the transmission shift points by just using the longitudinal model alone(Actual vehice not available for testing) ?
