offline install trying to connect to udc-service.mathworks.com

I have done an offline install of Matlab R2019b. I can start it up and the splash screen shows Licence number and it runs for a couple of minutes before crashing. It's trying to reach udc-service.mathworks.com which it can't since it's offline. How do I fix this?
