What algorithm can I use to find this extracted template image in this query image?

I am trying to find the location of the extracted template image in the query image, I have tried using surf algorithm but it is not able to find it, please what other algorithm can i use to find this template? The second image has undergone a translation and a slight scaling.

I have tried this but it runs very slowly as I have to slide the template round the query image while rotating the query image because of orientation, please do you have any other algorithm I can use?
