Power factor in PV panel with inverter

I am trying to control a PV panel with MPPT, converter and inverter. However the power factor of the generated power is very low. The reactive power is nearly 1000 times larger than the generated active power. I have tried many solutions, but none seems to work. What could be the cause of this?
