How do I get the lmutil binaries in 2020a and newer MATLAB installations to monitor network licenses from the client machine?

As of R2020a, the "etc" folder is no longer included with the installation of MATLAB.
To obtain the etc folder on client machines, you may 
install the License Manager
or
download the License Manager binaries
