If you are taking about the conventional "File", "Edit" menu, yes, they are long gone.
It is mapped to "Simulink Toolstrip"
Look at this release note, under Simulink Editor, Simulink Toolstrip, Mapping from Simulink Editor to the Simulink Toolstrip
