Error in Linking Matlab with tcl editor

Scale=1.2 File=fopen('scale.tcl','w') fprint(File,'set scale %f;\n',scale) !opensees IDA_loop.tcl I used this code before;but know I see this error:'opensees' is not recognized as an internal or external command, operable program or batch file
