Why do I receive License Manager Error -33?

When attempting to launch MATLAB I receive a License Manager Error -33, which states:

ERROR: License checkout failed.
License Manager Error -33.
Bad encryption handshake with vendor daemon.

How do I resolve this?

This error can occur when the network connection between the client and server is interrupted. Please contact your Network Administrator to make sure there are no issues with the Network you are running MATLAB on.
