Why do I get "MathWorks Licensing Error 87" when I try open a second model in Simulink?

Why do I get the following error when I try to open a second model in Simulink:
ERROR: License Manager Error -87.Checkout exceeds MAX specified in options fileFeature: SIMULINKLicense path: C:\matlabR12\bin\win32\license.dat;C:\matlabR12\bin\win32 - \*.licFLEXlm error: -87,147
I can open one model, but if I close the model and open it or another model again, I see the above error. I have the following line in my local options file:
MAX 1 Simulink <user or group>

This has been fixed with the latest version of FLEXlm used with Simulink 5.0 (R13). If you are using a previous version, please see the following information:
A bug within FLEXlm causes this problem. It is happening because the System Administrator used a MAX of 1 in the options file. There are two options to prevent this license manager error:
1. If the MAX varaible in the options file is changed to be 2 then the problem will go away. (Please note that this will not actually check out a second license when you open a second model, but this bug will just make it appear like it will.)
2. If you are using at least MATLAB 6.0 (R12), you can update the vendor daemons. This is discussed in the related Solution 1-18N36 linked below.
