Think of the Jury-criterion as a discrete-time Version of the Routh-Criterion (or the Hurwitz-criterion)
If given the coefficients of a polynomial, JURY calculates the Jury-Chart, by which it is possible to decide, how many roots of this polynomial lie outside the unit disc.
