HURWITZ stability criterion

caculing od minor determinants in the matrix of HURWITZ

The program of hurwitz_sc developes the matrix of HURWITZ and calculate the minor determinants , finaly test the values if they are all positives ,so our system is stable ,else the system is unstable .
Using an simple algorithm , this program effectively displays the minor determinats as they can be manully calculated (the function ‘ pltmat ‘ does not exist in version 7).
