This m file performs an Oil Paint effect on an input image.

Image has to be placed in the current working directory and the m file changed accordingly to the image name (change in the imread command).
The user is asked for the level of OP effect they desire.(This input has to be a odd number).
The image is padded according to the user input and then the effect is performed.
