Flood Wave Propagation solver

This submission solves a simple flood wave equation with constant celerity (dh/dt + c dh/dx = 0), where h is the depth of the channel. The numerical scheme is a explicit finite-difference scheme. For dh/dx it uses a backward difference and for dh/dt a forward difference.
